Скорее всего госномер CP 816, а не просто 816. http://plaque.free.fr/oc/us_samoa/ Формат обычных безбуквенных госномеров - четыре цифры, а не три.

Yes - the bus body has been built on a Toyota pick-up truck chassis. The drivers position is very close to the road - like in a car - the passengers when they get on look down at the driver as he is so low !
