Joshua, I see very interesting pratice here. No physical number plate, but in the window we see that bus is registered.
How it really works? Does this mean, that at the moment of registration they ran out of numbers for that owner/type of vehicle?
Is it still registered to the dealer as test bus etc, or other reason?

There is currently a court order on the stoppage of issuance of license plate that were registered by 2016 with due to alleged corruption making some motorcycles, cars, trucks, and buses to have no plates. These plates with release stoppage order should be released first before the ones registered lately (2016 up to now 2018). Also, the contract for the one who makes these plates already lapsed by this year.

In this case, the bus is already registered in the Land Transportation Office (the government agency concerned with license plates) but because of the backlog the government cannot release yet its license plate.

For now, because of the backlog of staggering 15 million license plates (this includes replacement of old license plates since there is a new format), it is permitted here to put temporarily conduction sticker number or Motor vehicle File Number or for this case "REGISTERED" for vehicles that has no plate available. It is okay for this one to roll out on the roads even without the license plate.
